The current (00/6/30) status of blocked/open TCP ports is:

UAE
blocked: 80, 81, 119, 666, 800, 1080, 3128, 6776, 7175, [8001-8008], [8080-8090], 8421, 8888, 10080, 12053, 12345, 12346, 20034
open: all the rest below 28000; almost all the rest above 28000
unknown: many above 28000 were not checked
After the routing debacle of May, 00 it appears that the port blocking is dependent on the (dynamic) route chosen to your destination address. Some of the ports above are no longer blocked for certain destinations. It is not now possible for me to guarantee any of the above information, since it depends on the time of day, your address when you log on, your destination etc. The ports which may be sometimes open/sometimes closed which I have noticed are: 81, 8001 and maybe others.
In addition to the above port blocks, some IP addresses are blocked (again, let me know if there are changes or errors in the list). I can't think of a way to tell if these are blocked by the UAE, or by the destination; if someone can suggest a test, i'd be happy:

132.250.196.3 #the onion router proxies (onion-router.nrl.navy.mil)
209.166.17.* #the whole range, I think. These are the noproxy proxies (and all their different names). Also blocks the name servers!
